Since local agents generate files with all required information for connecting, 
we should implement a way to connect to these agents similar to current dynamic 
attach using PID.

Extending this functionality: there should be a way how to control any alive 
Profiler agent on the system (maybe also remote?) which isn't profiling, this 
means attach to that agent and start profiling or perform shutdown if it stays 
alive (zombie blocking port and target app) after some exception/communication 
fault.
