Steps to reproduce:
1) create a module suite
2) create two modules in module suite
3) show propertis of first module and try add try add second module to
classpath.   It is now correct (the second module has not any public package)
(remove the second module from classpath)
4) close properties of module1
5) set some public packages in module2 
6) try add the module2 to classpath module1 again. The module2 looks like it has
no public package. Probably this information was cached on first usage. Maybe
there be better to update cache in module suite after closing module properties
