-create web application
-open weblogic.xml
-edit weblogic.xml

--sometimes second editor tab with same file is opened

I guess that the issue is related to wblogic, right? I'm changing subcomponent.

When changing component pls remember to check "Reassign issue to owner of
selected subcomponent".
I will check this, I saw it over vnc when it has happened;-).

I saw it over vnc but I cannot reproduce it. I need additional information,
preferably exact steps to reproduce.

There is a completely new loader for the weblogic.xml and the editor is only the
XML text editor (instead of the exclusive Open and Edit actions) so I assume
this is fixed.
