Build 20050809, jdk1.5.0_04
Steps:
- create a new form file
- add a new JPanel to the form, position bottom, right (leave a gap betwen
form's edge)
- resize JPanel towards left 
=> an attached exception is thrown

Custom build 050810;
This issue is very annoing, it disallows to resize any component, form design,
so I increase the priority to P1, because it must be fixed to intended form
testing next week.
