to reproduce:

0. invoke Netbeans4.1 ML in Japanese locale

1. select "Versioning" -> "Versioning Manager"
 
2. Add some directory that includes some text files.

3. select some file at "Favorites" tab and right-click, 
   select "Empty" -> "Checkin"

4. move to Runtime tab, Slect "VCS Commands" -> "Empty ...." 
   -> "Checkin" command  and right-click "View Text Output"

5. "Standard Output" tab comes up with English message,  
    "put your CHECKIN command here"

Yes, these messages were not made localizable yet...

This bug was reported against NetBeans IDE 6.0 or an older release, or against a non-maintained module. NetBeans team does not have enough resources to get to this issue, therefore we are closing the issue as a WONTFIX.
