See also 59766, 60083. Plugin can't stop the minimal config. Moreover, user has to kill the process to stop it. At the same time it can be easily stopped by pressing CTRL-C in console if it is available. To provide the ability of succesfull instance management plugin has to open the console separately and provide a message to inform user how to stop it -OR- the plugin should save the console and send CTRL-C to it by itself.
We should provide Stop action as a Kill of the process. See similar Tomcat issue 49543. It could avoid opening new console window.

Minimal configuration is not supported.
As for JSE 8.1 (2006.05.31) minimal config can be registered and started by means of plugin. It still can't be stopped. Could you please comment on what did you mean by "not supported". Probably, user should be warned in some way.
Verified as NB 5.5 issue, still actual for JSE 8.1
