for web apps, context root is based on project name.

but if multibyte in project name, context root has multibyte also,
but at least for jboss (not sure on websphere and weblogic not working now)
it wont deploy properly if that is true - get malformed url exception
message in output window and also about invalid byte message - which is
usally message related to encoding handling.

for AS or Sun WS, multibyte is not allowed by servers themselves 
but a recent fix in nb4.1 encoded the context root as part of url
by using the % notation, like %E5%A4......

But its not clear if this solution works around the issue.

am assuming at this point that jboss and the other 2 servers
don't necessarily have the restrictions about multibyte in context
root that AS/WS does, so this issue is just on at least jboss,
until am able to check other servers.

Never mind, I see the same bug in tomcat is issue 59711, in sunappserver 59710.

earlier bug was 56280, but later found it really wasnt fixed,
so I think that is when 59710 was opened instead of reopening
