In Help I find item "Add or Duplicate Project Configuration Dialog", but there
is no "Project Configuration Manager" in "Project Properties".

I believe the help topic is correctly written. 

The passage reads "You open the Add Configuration dialog by choosing Add
Configuration from the Project Configuration menu of the Project Properties, or
clicking the Add button in the Project Configuration Manager." 

There are two ways to open the Add Configuration dialog: 
 - Choose Add Configuration from the Project Configuration menu of the Project
Properties
 - Clicking the Add button in the Project Configuration Manager.

The Project Configuration Manager is a separate dialog, not part of the Project
Properties. Click on the "Project Configuration Manager" hyperlink to get
details about the dialog and how to open it.

The panel is correct as is.
