With a "hack" in Sun Java Stuido Creator's ide.cfg it is possible to get the main menu bar to the top like 
all other Mac apps have.

-J-Dcom.apple.macos.useScreenMenuBar=true

Why it is not possible also in NetBeans 4.1? It is often one acceptance problem for "hard core Macies" 
that they do not have their 'top of the screen'-menu.

Also in some Java Webstart apps is it possible to "hack" the info.plst
		<key>Properties</key>
		<dict>
			<key>apple.awt.showGrowBox</key>
			<string>true</string>
			<key>apple.laf.useScreenMenuBar</key>
			<string>true</string>
		</dict>
to get these native menu bar at the top of the screen.

duplicate of #39449 which has detailed description on what is wrong with
netbeans menus and why it doens't work 100% on mac.
