Various VCS commands are running on background, e.g. Refresh, Update, Checkout,
etc. Currently only a simple text is shown on the status bar and more
information about running commands can be found via Runtime/VCS Commands.

All VCS commands should be changed into regular background tasks using the new
Progress UI/API. Their output windows should be displayed only if appropriate
(e.g. immediately for CVS commits or errors, at the end for CVS updates, ...)

Discussed w/ Tonda, downgrading to P4 as this component will not be a part of
standard distribution in NB 4.2
