[release 4.2 platform build from sources]

Platform contains Build toolbar in main window, the toolbar is empty. IMO Build
toolbar should not be in NetBeans platform at all.

The platform was built by target 'build-platform'.

Build and Debug toolbars are added by core/ui.

i don't see build toolbar in latest platfrom builds
