Build 200503221900, jdk1.5.0_02
Steps to reproduce:
- start ide on windows xp (japanese)
- create a new EJBModule thru wizard;
- add a new Web Service thru wizard; use a multibyte character in service name
- open New<2xMbChar>WebServiceSEI.java in the source editor
The attached screenshot is more explaining. also,
There is a workaround to rewrite a wrong character in the source editor.
Note: I tried to use trouble-free mbchars for this test case. For more detail
look at the last comments in the issue #54730.

The agreement is that all i18n issue have priority P2, so I increase priority
and remove fix-in-41 from status whiteboard.

I fixed (I hope) similar issue for MessageHandler (56942), so this may be
duplicate as I think it goes through the same code (xslt transformation).

Issue isn't possible to reproduce in the build 200503281924.
