Separating Editing and GUI Editing into two workspaces was a good idea.  It
facilitates management of the available display area.  It became even
better when I customized two different tool bars for the workspaces.  By
removing the palette from the Editing workspace`s tool bar, I was able to
make that toolbar more useful within the same amount of space.  We
recommend that the product be shipped with different toolbars for these two

workspaces.  In particular, no palette for Editing workspace and palette
for GUI Editing workspace.

From build [nb_dev](20010830) are Component Palette and Form toolbar
in single window.
