This question always takes me the most time to
fill in and is almost useless now when there are
ide/golden/deps.txt and ide/golden/imple-deps.txt.
The only value could be seen if people explained
WHY they use a certain API but this is not always
the case (and is not required by reviewers).
If you want to keep the question provide an action
that will generate a skeleton from deps.txt and
allow me only to write the WHY part.
