Such tooltips are added by EditorSupport. Images use OpenSupport. Tooltips should be added by OpenSupport to be more general--best done as part of general move of stuff from EditorSupport to OpenSup
port.

In the current 6.7 trunk build tooltips are shown for image tabs.
