Since NB 4.1 will support Web Service user should
be able to monitor SOAP m. requests and responses.

This is a different issue than 65938.
This is the nice-to-have enhancement, but monitoring the SOAP messages has
different user scenario than HTTP monitor hung on the server.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
