For Example:
I have a new package in the 'Test Packages'
folder: com.company.package.subpackage

When I right-click on one of the classes in this
folder, the CVS-add-command returns an error.
When I right-click on this folder I have no
CVS-menu to add this folder to the cvs repository.

This is an enhancement for the next version - see issue #49829.
Use Files, Versioning or Favourites view as a workaround.
