The NBM project is very useful for module developers.

It should be included as part of the 4.0 FCS.

This issue is related to 51297.

It is useful, but it is limited to NB developers working directly on
NB source check out. Otherwise you will face for example issue 42681.
And that's why we removed it and everybody working on cvs.netbeans.org
can download it from autoupdate or build it.
