No help window is open when key F1 is pressed. It should open context sensitive help window.

[jglick] Looks like all global actions are busto in this build, presumably due to the keybinding editor not installing them. Ctrl-F1 for Javadoc does work, I think because a module installed it using
different means.

Resolved for 3.4.x or earlier, no new info since then -> verify.
