On the Runtime tab, the Add JDBC Driver dialog box
permits a user to select one or more drivers to be
added before clicking OK.  However, only the first
driver specified is added.  

Each driver must be added one at a time.

Add Driver dialog doesn't allow you to register more drivers at once.
The reason why multi selection is allow is that some JDBC drivers
consists of more than one .jar file so you need to define all .jar
files in this dialog.
If you want to register more drivers you need to open Add Driver
dialog for each of them.
