using pseudo localized nb4

choose palette manager and then choose add from
jar - there
is popup that lets you choose the file, and at
bottom its seeded
with file type "JAR Files" but this message does
not come from
localized files

I don't know if many new messages/labels in form area since nb3.6 -
if so perhaps team could run check on quoted strings to make sure
other new labels/messages have been i18n'd and are in bundle files.

I checked the internationalization of the form module
by the script /nbbuild/misc/i18ncheck.pl and fixed
two (including this one) i18n bugs.
