Create a J2EE 1.3 web module. 

Use new from template. 

The filter wizard includes setting the dispatcher 
type which is not available in J2EE 1.3

I've downgraded the priority to P4.
Though, the option is available, the wizard ignores it.

I consider this a p3, since it's misleading to the user who doesn't
know the specs well enough (and many of them don't). Can lead to
frustration and loss of credibility in the IDE.

This is not critical.
No functionality is broken.
Options are just not applied to web.xml.

J2EE 1.3 is no longer widely used. Closing issue.
