Welcome isn't opened in current trunk build.

BTW: it's first build with refactoring, maybe it
does metter ....

the welcome screen isn't opened too.

Ok, I looka at it, guys. But probably change causing problem will be
outside the welcome module - I didn't any changes few months there.

hm, looks like somebody threw welcome module from standard
distribution - I can't find welcome.jar there.

CCing Jesse. According to log message of Jesse's last commit to
welcome module it should be fixed.

Log:
Projectizing ide/welcome and fixing some winsys-related deprecations.
Also makes it a regular module again, not an autoload, so it is
actually enabled.

I have tried fresh build and it works for me. So signing as fixed.

For some reason it was marked as autoload before (why??); but when
feature packs were used, something was loading it. After feature packs
were taken out, it stopped being enabled.

Why? Otherwise it would be visible to user. As autoload it was part of
basic feature pack.
