Package template should be more visible in New
File wizard, now it's hidden under context menu
New File | Java Classes | Package. Or at least it
should be within default pre-prepared templates
after one right click.

Need spec.

It is in the spec.

The template should be named "Java Package" and should show up in most of the class 
based categories. It should also show up in New contextual menu.
