IDE should refresh project folder when opening it.

It's even P2, because typical scenario could be:
- close project
- rearrange project externally (add folder, add source, ...) - it's
much easier outside of IDE
- open project
after that project still shows state before closing it.

I think it can't be reproduced any more, Radek did some changes in
FIlesystems refresh and "life" folders are refreshed automatically
after focusing Main window or something like this .....

I can't reproduce it in [nb_dev](200406011800)
