Just tracking issues which are P1-P2 or require UI
or API changes for the May 15 freeze.

UI-changing issues recorded at P3 or higher. API-changing issues
recorded only if they really seem important for D.

No longer really useful as a tracking item. All issues should block
one of the other umbrellas; use target milestone promo-D or future
acc. to whether we plan to do it or not.
