steps to reproduce( under zh_CN.GB18030 locale):

1. open examplers/colorpickerColorPicker.java file
2. right-click any line in the Source Editor
3. Choose Tools -> Generate javadoc
4. Click Yes button in Question dialog window.
5. Alert dialog window poped up and the messages
are not localized ( please see attached alert.gif)

Attached alert dialog is not NetBeans alert dialog, but
Mozilla/Netscape alert dialog.
