When running netBeans 3.6 on Chinese Windows XP,
HelpSets are displayed randomly or (more often)
not displayed at all. The problem has a
workaround: remove -J-Xms24m from ide.cfg. For
some other IDEs based on netBeans (like Sun Java
Studio 6 EE), possible workaround is to click JATO
HelpSet - all other consequently work fine.

proposed NB relnote. Question: Does removing the -J-Xms parameter have
 potential side effects that I should note?

Description: The help content does not display in the IDE's help
viewer on Microsoft Windows systems in the Chinese locale.

Workaround: 1. Navigate to the IDE's installation directory (by
default, it is C:\Program Files\NetBeans3.6), expand the bin folder,
and open the ide.cfg file in the text editor. 
2. Delete the -J-Xms24m entry.
3. Restart the IDE.

Jan do we have any chance here to reproduce it? (ie. do we have any
machine where we have/could have Chinese Win XP?) Some screenshots?

There is one internal machine that exhibits this problem. I have
agreement with owner of that machine that it could be used for
verification of the problem. Let me please know if you want the details.

Decreasing priority to P3: It happens only on Chinese Win + English NB
and only on JDK 1.4.2_x not JDK 1.5.0. Workaround is to use Chinese NB
which is I think acceptable for user who uses Chinese Win. For next NB
version JDK 1.5.0 will be also available.

I suggest to close this issue as WONTFIX. It happens only with English
NB on Chinese Windows and JDK 1.4.2_X. I was not able to reproduce it
on English Windows with Chinese locale.

Chinese javahelp is only bundled with multi-lingual Netbeans
distribution, but not existing in English version. Could you please 
download the ML version?

please let me know if the problem is still existing in ML version.

This problem does not happen any more in NetBeans 4.0. I installed
English NetBeans IDE 4.0 RC2 (not multilingual) and j2sdk1.4.2_07 on
Chinese WinXP. The help contents are displayed very well. Who can
still produce this problem, please tell me. And I suggest the owner
close it.

Also goes well in ML version (any locale).
