Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Follow the wizard to create JAR Recipe (under
JAR Archives), go to the last step (6. JAR Manifest)

Result:
The CHinese captions Manifest and Attributes 
are underlined, while mnemonics are missing.

JAR file wizard was removed from the IDE. We can't see that feature in the latest version 6.5.
