Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Create Web module
3. right-click WEB-INF node

Result:
Chinese full stop is added to the context menu
'Add JSP Tag Library' which looks strange.
