Steps:
1. launch multilanguage version of NetBeans 3.6 on
Solaris x86 with Chinese locale.
2. Tools -> Setup Wizard -> Next
3. Expand Libraries -> Select Databasesystems API

Result:
The description is in English.

It's no longer an issue in the latest IDE 6.5.
