A participant didn't find how to create a package. Another 
participant used Folder template because he couldn't fine the 
Java Package template.

At least we have proper icon for the JavaPackage in the template
chooser so it should be easier to find. But none of the mentioned
recomendation's have been implemented yet.

The forst recomendation is implemented. The other two are pretty much
covered by the #42983 and #43070
