Right click an explorer node and choose properties.
Now right click again and choose properties.  A second property sheet is docked into the same mode as the first one.
Now right click again and choose properties.  Another one is docked.
You can only access the top one.  (see attached screen shot)

Priority is changed to P4 (normal).
