The changes in layout of files done as part of
issue 32080 require changes in code and number of
launchers. We need generic launcher nbexec and
then one launcher for each product based on
NetBeans Platform, at least netbeans.

Implementation of the unix launchers will be done
as part of issue 32080, however I need help with
windows executables.

The documentation for behaviour of the launcher is
available as part of installation proposal:

nbexec.exe, netbeans.exe, nb.exe part of the final zip file.

This issue was solved long time ago. Because nobody has reopened it neither
added comments, we are verifying/closing it now. 
If you are still able to reproduce the problem, please reopen. Thanks in advance.
