During review of buildsys (issue 40703) it was realized that the the buildsys plans to include masterfs, at least at the time of commit. The reviewers requested the masterfs to have apireview as well and asked the buildsys guys to take care of it.
Also would like to have a functional spec (can be short but should be up-to-date w.r.t. what the build system needs from it); unit tests; etc.

The review will be held on Apr 14. I will lead the review, Jaroslav Tulach, Miloslav Metelka and Pavel Buzek will be the other reviewers.
I think that the friend contract is most appropriate than general SPI in this case so I changed arch answers and also MasterFS.html with explanation. Then there will be probably necessary to change current public packages: org.netbeans.api.masterfs.*,org.netbeans.spi.masterfs.*.
BTW for those frustrated by the previously given link, better to use http://openide.netbeans.org/proposals/masterfs/MasterFS.html
I hope this issue can be considered as fixed.
