If I open, then close the global property sheet
in, the scroll bars in the welcome screen are
scrolled all the way to the right instead of the
usual/default left location.  Sometimes there's an
IDE restart and/or node browsing b/w the open and
close.

works for me in promo D. Rochelle, if you happen to work with 4.0 dev
 builds (which now have a new welcome screen), maybe give it another shot.

Yes, I can still reproduce it in 4.0 dev within a vncviewer.  I think
it has to do with the size of your screen.
