The editor's tabs have a close checkbox and 
there is no visible way to close all tabs 
at once.

On the other hand, each of the output's tabs
have a right button menu for closing either 
one or all tabs.

It seems to me that the output window should 
adopt the checkbox style while the right buttons 
in the editor tab bar should get an extra 
button to close all tabs.

IMO ENHANCEMENT is more appropriate category.

Editor's tabs now have "close all" menu item, so it matches output tabs. AFAIK
we don't plan to have small "x" on output tabs, because small x on editor tabs
should be changed anyway and we want to emphasise that output tabs are different
from editor tabs.
