if the text/xml editor remains open when the IDE
is being closed the Open action is not disabled
when it
is open again.

I did not make it with the fix into 3.6, will be fixed in promo-D. 

The consequence of this bug is that the user will be able to open both
UI and text editors if this happens and will be able to overwrite
changes between each of these editors. Not too likely to happen so
this it is not a show stopper.

Not a critical fix for 40 (was not reported as a problem by users, BTW).
The ideal fix would be to have the two editors open in one window
(similar to what is used for form/java) and synchronized after every
change even before Save action.

Also Edit action not working OK after IDE start when xml editor
remains open on IDE close. Edit action opens another xml editor.
