Could you run the following command to generate some debug output and
attach to this bug please:

Could this be because I have installed JWSDP 1.3 which requires you 
to place a new sax.jar, dom.jar, etc in your jre/lib/endorsed?

Could be. Can you back out your changes and run the installer again
using the debug option?

Yep it seems to be.
If you remove the jars that the JWSDP1.3 FAQ tells windows users to 
place in jre/lib/endorsed the installer works fine.

Currently this is due for fixing by version 4.0. If this is the case 
I hope something will be placed in the 3.6 release notes regarding 
this issue.

Proposed description:

Description: If you have the Java Web Services Developer Pack
installed, the NetBeans IDE installer might fail with the message:
"The wizard cannot continue because of the following error: could not
load wizard specified in /wizard.inf (104). Install will not continue."  

Workaround: Move the jre/lib/endorsed/sax.jar file from your J2SDK
installation before installing NetBeans IDE. You can move the file
back after completing the NetBeans IDE installation.

If you ar using Windows XP in Turkish Language, only change language settings 
in Language Settings in control panel to Ingilizce(ABD)(English(USA) for this 
problem, I think This problem is about Installer, Because when i want to 
install "Footbool Manager 2007" to my computer (Turkish Language), i see this 
message again and change language settings again to English end fix problem.
