As the Validate action conceptually replaces the Compile action, I believe many users will expect it to have a keyboard shortcut, like Compile did. It was F9 for Compile, but we can make it different for Validate.
Let me think about this and play with the functionality. I'm afraid that introducing a whole new concept (Validate) that is not in the vocabulary of the web app developer will not push them to use the action just because it has a shortcut. True, they may learn to use it (from trial & error, docs, or the nbusers forum =) but I'm considering some of the broader implications. As far as I understand - Validate will not check java scriplets in the page, will not create the .class file, and Build All or Compile All actions will not trigger Validation of jsp pages.

Won't fix, validate has been scrapped.
