the term "Help Set" is an implementation term, 
end user has no understanding of what it is. 
Suggest to either
- remove the Help Sets item and put all of its 
subitems into the main Contents (which is already 
the case, I think - if so, I do not quite 
understand why the extra separate promotion)

or

- rename the item to somathing like "Additional 
Help"

removed in trunk for 3.6. May be later reinstated if we can find a way
to provide useful granularity for users (e.g. J2SE apps, web apps, web
services, etc.) without compromising architectural modularity (e.g.
associating form help with form module so that Mobile is not
encumbered with it).
