Creating a watch from the toolbar should open the
watch window. Or if it's already open, the tab
should be fronted.  A couple of times I've added a
watch while the locals window was showing, and
then I wondered why the watch wasn't showing up
(because I was looking in the wrong window, since
the locals and watch look similar - they both show
name/value pairs for variables.)

Verified ... and Closing all issues resolved into NetBeans 6.7 and earlier.
