How to reproduce:
1) Mount VCS Empty filesystem
2) Invoke Customizer
3) Invoke Command Editor
4) Add new folder in commands tree
5) Select some command and invoke "Cut" or "Copy"
popup menu action on its node
6) Try to paste command into new folder
7) ERROR - Paste action is disabled
