Build 200312161900, JDK1.4.2.

Steps:
1. Open the TODOs window.
2. Switch to "Current File".
3. "Edit Filter" -> add a filter
4. The view is automatically filtered.
5. Switch to "All Files" and back to "Current File".
6. The view is unfiltered, the filter is
"deactivated", the user has to "activate" on
his/her own.

I would suppose that the view stays filtered (the
filter stays "activated").

It's intentionaly coded so. However it makes sense to remember state
for each inner tab and restore it later on. I guess that user will
never filter current file view so he'll not be confused by empty view
caused by applied filter. Or code can restore the state only for All
Files tab.

the view keeps two filter instances and swaps them accordingly.
