The script that automatically uploads NBMs should check their impl dependencies (usually build number) and if there are some, then upload also the NBMs the code is depending on.
As I wrote on nbdev, I believe this is a waste of time and we would do better by using more intelligent impl dependencies. My vote: WONTFIX
Once OpenIDE-Module-Build-Number is being used consistently for build numbers, and OpenIDE-Module-Implementation-Version for impl deps is being consistently set to semistable values, there should be no need for such logic in the publishing script, IMHO. Reopen if you disagree.
