[nb winsys](031030), [jdk1.4.2_02]

Steps to reproduce:
- run IDE
- open 10 files
- push rigth arrow tab
-> right tab (8th) is selected and activated, but
it is too large (see attached screenshot)
by the way I have expected to see part of 9th tab

Scrolling policy isn't fully specified yet, passing to Jano for
specification. Jano, please return after the spec is complete or at
least draft.

I added a new screenshot where you can see that the right arrow (sorry
for the one line text of the image where I put cursor in place of
arrow) is not clearly visible because the last tab title appears upon
that arrow.

Fixed in trunk - win classic UI rewritten using new painting
infrastructure.
