How to reproduce:
1) Invoke any taglib editor dialog:
1a) Create TagLibrary
1b) Open Tag Library Customizer by double-clicking
on created node
2) ERROR - See dialog - it does not have initial focus
3) ERROR - Press Escape key - it does nothing

It is the same for tag customizer.

Both taglib and tag functionality was changed.
(replaced by tag handler wizard feature)

The TLD and tag customizers were removed from 4.0.
