The build depends on unscrambled web/external, but 
this dependency isn't noted anywhere. I'll add the 
dependency on web/core to nbbuild/build.xml, but 
this should be resolved in better way.

How do you suggest that the dependency should be declared instead?

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
