new WS build 031918

1. Open up various windows that get docked with
Filesystems (e.g. VCS Groups and then HTTP
Monitor) 2. Close one of the tabs (e.g. HTTP Monitor).

The exceptions start appearing and do not go away,
making it impossible to do anything in the IDE.

I looked at bug 28090, but this one seems different.

Marking P1, because user may be forced to kill IDE
without being able to save work.

I can't reproduce it on linux, anyway it is Dafe's part, assinging it
to him.

Patrick, can you reproduce it also with current build?

no longer exists in build 030923. However, HTTP Monitor looks ugly in
this view (horizontally compressed), but I guess that's not the winsys
problem?

Re HTTP monitor: see issue 36119.  We'll fix the default positions for
a lot of TopComponents at the merge
