After filing IZ 35728, I removed the resource from the 
client module descirbed there and shut down the IDE. After 
a restart I attempted to compile the library module and 
ended up deadlock.

Since the jar packager is involved in two "Module Actions" 
threads one of which holds and one of which waits for the 
lock on 0x106c0000 I thought I would let the jar packager 
guys look at it first. 

The registry code may be the real culprit also, I only 
looked at the stack, not the code.

I cannot reproduce it (nor windows nor linux). 
Could you please give exact steps to reproduce from the project
configuration you posted in the picture for issue 35728 ?
